Abstract
The assessment of students' academic performance based on ongoing records plays a vital role in enabling timely interventions for successful graduation. Variances in degree program completion times emphasize the need to tailor subjects and courses to individual student requirements. However, limited research exists on student degree completion, presenting challenges related to diverse student backgrounds, information gaps in courses, and accommodating evolving progress in predictions. Educational institutions are adapting flexible curricula, necessitating a diverse range of courses and informed decision-making for academic planning. Structured course sequences in universities ensure a gradual buildup of knowledge and skills, aiding students in tackling more complex subjects progressively. A decision-based recommendation system for predicting graduation time was developed and evaluated using the ISO/IEC 25010 Software Quality Model. This model included parameters like functionality, performance, compatibility, usability, reliability, security, maintainability, and portability. Each parameter was assessed to ensure the system's functionality, performance optimization, cross-platform compatibility, user-friendliness, reliability, security, ease of maintenance, and adaptability to different environments. Through this evaluation, the system's quality and efficacy were comprehensively validated, confirming its ability to achieve intended objectives and meet user requirements.

Abstract
Emergency response is a crucial method for saving lives because the Philippines is one of the nation that is most vulnerable to disasters. Unexpected disasters happen all the time. The survival of those who were immediately impacted by a disaster depends on what happens in the initial hours after the accident. Even a minute difference in emergency response time has the potential to save or cost lives. Through this, the researchers were able to implement Dijkstra’s method to show the shortest paths in an application for emergency response. The ideas are organized in a way that suggests potential paths that first responders could take to locate victims. This article outlines a step-by-step process for choosing the optimum approach. Agile methodology was employed by the researchers when creating the application. The respondents gave the system a 4.52 out of 5 rating on the basis of the ISO 9126 evaluation tool, with a ‘Very Acceptable’ interpretation result. Thus, the system is now prepared for deployment.
The Development and Evaluation of a Certification Reviewer-Based System Using a Technology Acceptance Model

Abstract
Getting a certification is one of the most complicated academic journeys for students in the world of technology. Industry certification has evolved into a distinct worldwide industry. The certification is an examination to evaluate students’ technical knowledge and competency in their chosen areas. Students and recent graduates pursue certification because it gives them an advantage in the job market and allows them to concentrate on relevant, meaningful, and in-demand computing subjects. Giving students the best academic support is essential to help them pass a certification exam evaluating their knowledge in courses. The goal of this study was to create a certification reviewer-based system that would let the reviewee provide a platform for review so that appropriate academic interventions could be automatically given before the examination process. The paper has applied the Technology Acceptance Model (TAM) to various information systems. The paper used the Rapid Application Development Model to develop the reviewer-based system. Document analysis, survey questions, and focus group conversations were used to gather the data. The validated survey questionnaire was administered to students, instructors, and practitioners during the School Year 2021-2022. The three groups of respondents were purposively selected as they complied with the requirements of the study. The data was analyzed quantitatively using the frequency distribution, weighted mean, and one-way variance analysis of variance.
Disaster and Crime Reporting and Monitoring System for Hagonoy Bulacan with Decision Support Mechanism

Abstract
Disaster strikes in unexpected times. The first few hours after are critical to the survival of the victims directly hit by the event. This paper explores the utilization of the Monitoring and Reporting System with Decision Support Mechanism using web and mobile applications. The citizen of Hagonoy can use the mobile application to report a crime or a disaster, they can also access the official website to view important announcements regarding safety protocols or events. The Department of Police, Fire and MDRRMO of Hagonoy will take full responsibility for managing the emergency reports and updating the website’s content. From the experiment, the mobile application was able to show that the system can provide a feasible emergency and incident report that will help both the citizen and LGU of Hagonoy. The researcher used the prototyping model as a software development model. Overall, the system was evaluated 4.86 with an interpretation result of Very Acceptable. This means that the system is ready for deployment.

Abstract
The blockchain phenomena is no longer about Bitcoin or cryptocurrency, it is beyond a common protocol to make it nearly impossible to create fraudulent transaction. Blockchain based architecture overall performance is subjected to storage expenses with high computational cost. This paper designed a new consensus protocol for Blockchain using Content Addressable Pattern with the adaptation of modified SHA256 algorithm. Although government, business and other entities interest of adapting blockchain to their processes, the complexity issues and operational cost is still a challenge to date. With the newly design consensus protocol the process of validating the transaction that involves tedious mining or solving cryptographic puzzles has been eliminated and move towards using signature to authenticate the transaction. Concatenation of all these elements is a generated hash value using modified SHA256. Since the hash is secured, the transaction is secured. Thus, the implementation of off-chain chanel instead of global consensus addresses the complexity and high computational cost of blockchain technology.

Online Blood Banking Management Solution Using Frame-Based Approach

Abstract
Blood banking is the process of collecting, separating and warehousing blood. There are numerous file-based repositories of blood bank management that exist for storing data for blood bank ecosystem such as hospitals and centers. This functions for maintaining the information of donors, availability of blood, and transaction information. Currently, these systems are effort intensive, costly, and failed to achieve efficiency in terms of its filtering mechanism which makes repository penetrating faster and reliable. This paper introduces a new design for blood banking ecosystem with proper filtering solution using frame-based approach. The system has three major features: (1) blood camp setup module, (2) stocks management module which includes the blood donation and blood releasing, and (3) the filtering system module which shows the nearest blood camp with the available blood type based on the patients’ needs. Also, with the use of frame-based approach as filtering method, the system is more efficient and reliable compared to other blood banking repository systems. The system’s functionality was tested for its efficiency, usability, and reliability and the results are revealed in the survey. Conclusions and future work were also provided in this paper.
A Pocket-Sized Interactive Pillbox Device: Design and Development of a Microcontroller-Based System for Medicine Intake Adherence

Abstract
Medicine intake, as prescribed by physicians and health care providers, is important not only for minimizing the risk of relapse but also to treating conditions and improving one’s overall well-being. However, adherence to a medication routine seems to be a problem for some people which is usually affected by a variety of factors such as hectic day-to-day activity schedules, poor prescription instruction, concurrent intake of multiple medications, and forgetfulness. Medication adherence has been then considered as one of the major medical problems globally. In such cases, a medical device that could alert and remind patients in taking their medicines on time will come in handy. Consequently, this study aimed to design and develop a pocket-sized electronic pillbox device using TFT LCD display, Arduino microcontroller, Piezo Buzzer (for sound notification), Eccentric Rotating Mass (for vibration notification), Lithium Ion battery as power source, and plastic organizer as the main body. The said pillbox device will act as a countermeasure for medication non-adherence particularly by patients under the case of polypharmacy. Thus, this study focused on the design and development of the prototype, hardware testing and system qualification only. Furthermore, this paper is part of a future study where the assessment and measure of device behavior and adherence will be conducted to compare whether the utilization of pillbox device has an impact to the people who are using it.
