The Hardware-Logistics Nexus in Point-of-Use (POU) Water Biosecurity: A Forensic Engineering Audit of Stasis Shock and Logistical Artifacts in Corporate Infrastructures

This forensic engineering study investigates a critical breakdown in microbial biosecurity within decentralized water systems of high-occupancy corporate infrastructures. Following a cluster of waterborne illness reports, a comprehensive audit of 12 point-of-use (POU) dispensers revealed a significant “HPC Paradox”: despite 100% compliance in fecal indicators, Heterotrophic Plate Counts (HPC) surged to 3,200 CFU/mL—a 640% deviation from regulatory thresholds. This research introduces and validates the “Hardware-Logistics Nexus” as a dual-causality framework for system failure. The “Hardware” arm identifies Granular Activated Carbon (GAC) saturation as a catalyst for biofilm maturation, which facilitates a “DNA-shielding effect” that renders terminal UV-C disinfection ineffective. Simultaneously, the “Logistics” arm quantifies “Stasis Shock” from building stagnation and identifies “Logistical Artifacts”—where urban transit delays and thermal decay in sampling transport were found to artificially inflate microbial loads by over 99%. By implementing a dual-action intervention of high-volume shock chlorination and proximate laboratory verification, 100% microbiological compliance was restored. This study provides a pioneering forensic framework for civil and sanitary engineers to manage the complex interplay between physical infrastructure and analytical logistics in modern corporate environments.
